I know this. I think the names are kind of confusing. The old plug-in is called vaapi and the new one is called va-api or va.
The new one is called “va”, there is no such “va-api” libgstva-api.so plugin.
We will remove the old subproject after 1.26, that should also remove the confusion. We are still not feature parity, but we also want to draw a line, we dropped vaapisink, we may trop VC1 codec too.
