JetPack version 4.6.3 will run GStreamer version 1.14

I would recommend you use a more recent version of jetpack (latest is 6.0). GStreamer 1.14 is 6 years old.
The newest jetpack is not supported with Nvidia’s TX2.
This is probably a weird advice, be careful… I have been able to use some newest gstreamer build while having some NV plugins still working as far than I have tested which is not so much ;-). (Don’t expect this to work through a major L4T upgrade).

As long as nvidia hasn’t modified GStreamer core and base libraries, you are right. We ensure backwards API/ABI compatibility within the 1.x series.
