Need to change parameter like GOP, MIN-QP and MAX-QP dynamically for x264enc

Hi

We Need to change parameter like GOP, MIN-QP and MAX-QP for x264enc/x265enc dynamically without pausing or null bin element. Can you please guide how we can achieve it.
