Pipeline restart on bitrate change

Hello.
I have a video decoding pipeline in my Android app:

appsrc caps="application/x-rtp, media=video, encoding-name=H264, clock-rate=90000, payload=96" ! rtpjitterbuffer latency=20 ! rtph264depay ! h264parse ! decodebin ! glimagesink sync=false

I receive RTP H.264 packets over UDP and feed them to the appsrc element. Internally I also use androidmedia hardware decoder.

Each time I change H.264 encoding bitrate on my sender side, entire pipeline restarts making video stop until the next I frame is received.

I tried to debug this behavior (especially listening to bus messages) but the only related log line is:
GST_STATES: set_state to NULL (pipeline0)

I’d like to keep the stream playing during bitrate change. I’m sure it’s possible because previously I used native AMC decoding in my app and it was working smooth. Another interesting detail is the fact that entire pipeline work well when I use udpsrc instead (which I can’t use without rewriting my logic).

Thanks in advance!
